Boston, Oct 13, 2008 -- European governments put up $2.3 trillion today to bolster the banking system with guarantees and other measures in a sweeping, unified response to the credit crisis that is responsible for today's rally. Germany, Britain, France, the Netherlands, Spain, Portugal and Austria pledged the money, but not all of it will necessarily be spent.
