    Nov. 25--Now we have been let in on the biggest secret in the Bank of England's 305-year history. Mervyn King, the governor of the Bank of England, has remarked in the past that the two banks came close to running out of cash. The Bank was forced to use its "lender of the last resort" facility -- its emergency lending window -- to keep RBS and HBOS afloat while a capital injection was organised.
