Companies that provide Companies in this industry provide local access to voice communications networks. Local exchange carriers are classified as either incumbent local exchange carriers (ILEC) or competitive local exchange carrier (CLEC). ILECs are descendents of the Bell companies (the monopoly was broken up in the 1980s) and CLECs are startup companies. AT&T, Qwest Communications, and Verizon are three of the larger local exchange carriers; however, no phone company operates in all 48 continental states. Local exchange carriers are regulated by the Wireline Competition Bureau, a division of the Federal Communications Commission.
