Recent Developments

US may Strengthen Control of Cosmetics Industry - The FDA is considering more stringent regulation of the cosmetics and personal care products industry. A draft of The Food and Drug Globalization Act of 2008 contains several new provisions aimed at tighter control. One provision eliminates the current voluntary registration system and mandates complete lists of product ingredients. Another creates a group of inspectors tasked with examining imported products. Lawmakers have been suggesting changes at the FDA as cosmetics imports have increased, along with concerns about their safety.

FDA to Establish China Office - The US FDA is awaiting approval from China's Ministry of Foreign Affairs to have as many as 10 FDA staffers stationed across China, including at the US embassy. The move is part of an effort to ensure that products imported into the US from China are safe. Imports of perfumes, makeup, and other toiletries from China increased 21.7 percent in first quarter 2008 compared to a year earlier.

Officials Investigate Impact of Ingredients - University of Arizona researchers have found antimicrobial ingredients used 50 years ago in the waterways of New York City and Baltimore, prompting EPA and FDA concern. The increasing pervasiveness of antibacterial soap products in recent years is causing concern for the environment and human health. One chemical in particular, trilocarbon, has grown from a little-known additive in 2004 to a common personal care and pharmaceutical ingredient that often turns up in US drinking water. Studies suggest that trilocarbon can work as an endocrine disrupter in mammals.

Competitive Landscape

Demand is driven by population growth and consumer preferences. The profitability of individual companies depends on product innovation, effective sales and marketing, and efficient operations. Large companies have scale advantages in purchasing, manufacturing, distribution, and marketing. Small companies can compete effectively by offering specialized products. The industry is capital-intensive: average annual revenue per worker is over $600,000.
