The Office of Special Education Programs (OSEP) doesn't want any child left behind. It funnels money through state agencies and local school districts to help children and youth with disabilities get a better education. The funds support research, special displays, technical assistance, technology, and parent-training and information centers. OSEP's mandate comes from the Individuals with Disabilities Education Improvement Act of 2004, or IDEA, which serves more than 6.5 million disabled children and youth.
