A large part of Citizens' strategy is providing ordinary life insurance in niche markets outside the US. Through its CICA Life Insurance Company, it issues life insurance in US dollars to wealthy individuals in Latin America and Taiwan. On the other end of the economic and life spectrum, its Home Service segment sells life insurance to lower-income individuals in Louisiana, primarily to cover final expenses and burial costs.
