    The tide has turned for California Coastal Communities. Long wrapped up in a battle over land development rights, the company has begun development of its Brightwater project, some 215 acres (about half of that undevelopable land) situated near important wetlands in Bolsa Chica, the last undeveloped strip of coastal property in Orange County. Besides the controversial parcels, the company is also building houses in Riverside, Los Angeles, San Bernardino and Ventura counties, where it has the option to buy some 170 acres. Its operations include home builder Hearthside Homes and Signal Landmark, which is developing the Bolsa Chica land.
