ACT, most notably, develops and administers the ACT national college admission exam, with more than 1.6 million high school seniors taking the test each year, but it also designs other educational assessment tests and programs as well as career planning and workforce development programs for people of all ages around the world. Its Workforce Solutions provides assessment, training, and consulting to employers. The not-for-profit organization was founded in 1959 by E. F. Lindquist and Ted McCarrel, who sought to create an exam to measure potential college students' capacity for critical thinking.
